Short answer: Not under the current text. The OPCMIA Constitution (as revised at the 53rd Convention, 2024) provides for secret-ballot elections with a voting room and observers at the polls; absentee or mail balloting needs a membership request and the General President's permission (Art. 16, Secs. 2-3). Electronic voting is not mentioned for elections.

Open questions
Local officer elections are described as a secret ballot election with an election meeting, voting room and polls, plus absentee/mail ballots only with General President permission or order; electronic or internet voting is not mentioned (the list may be read as exclusive - counsel to confirm), while Art. 34, Sec. 9 generally directs Local Unions to 'endeavor to conduct their operations by digital and/or electronic means' without addressing voting, and the General President interprets the Constitution.
Context
- LMRDA (private-sector) union; the constitution also governs Canadian Local Unions, which the LMRDA does not reach.
The federal rules still apply
Federal law sits on top of every constitution. For unions covered by the Labor-Management Reporting and Disclosure Act (LMRDA), officer elections must meet Title IV's secret-ballot, notice and observer requirements however members vote. The Department of Labor's Office of Labor-Management Standards (OLMS) addresses remote electronic voting in its Compliance Tip Electing Union Officers Using Remote Electronic Voting Systems (updated December 10, 2024). The Tip describes safeguards for secrecy, observation and records, says it "does not offer unions safe harbor," and says each system is evaluated case by case. Federal-sector unions follow 29 CFR Part 458, which applies the same standards; postal unions are covered by the LMRDA. Locals made up entirely of state or local government employees are generally outside Title IV and follow state law and their own rules. OLMS Compliance Tip
